Issues Of "The Structure Plan, Master Plan and
Detailed Area Plan for Khulna"
of Strategic Infrastructure :
The first element of development in this area is to
make a number of major infrastructures- such as the
Rupsha Bridge, Khulna City by Pass Road development
of Mongla Port, an EPZ and an Airport. The rapid completion
of Dhaka-Mawa road to reduce distance between Dhaka
and Khulna has also been given priority.
Creation of Employment Opportunities :
A large number of industries can be set up where huge
basic employment opportunities may be created. Apart
from reviewing the existing sick industries, dying,
leather, wood & cement industries could be set
up. Strategic options for KDA is to facilitate such
investments through improved law and order situations,
provision of utilities such as power and gas.
Densification of Existing Urban Areas :
Unutilized land within the city, specially owned
by the railway can be used through the process of
densification, i.e. by allowing more population density
within the city. Densification of the existing developed
part of Khulna city should be thus considered as a
strategic option. This is vital for utilization of
existing capacities and making the already sunk investments
as cost effective. This will also save agricultural
land around the city from urban use and these create
an agricultural belt to serve the city, partially
similar to the garden city concept.
