Lateral Physical Growth for a Compact Shape :

Spreading out the city growth sideways from the existing linear growth should be a strategic option. There are signs of lateral expansion, particularly at the southern part of the city, towards Satkhira. But this should be carried through in a planned manner, so that the city gradually takes a compact shape.

Poverty Alleviation and Promotion of Spatial Equity :

Unutilized land within the city, specially owned by the railway can be used through the process of densification, i.e. by allowing more population density within the city.Poverty alleviation is an effort of national scale. Yet the Master Plan implementing authorities may contribute to this process through encouraging small initiatives in the informal sectors, and through ensuring low cost housing, slumresettlement etc.

Regional Integration :

Regional integration is very important for the growth and development of Khulna city. In fact, as mentioned earlier, this is a core strategy for the whole of south-west-region. Particular emphasis is laid to integrate Mongla Port and Noapara industrial township with Khulna into a greater Khulna conurbation. To this end, Rupsha Bridge and under construction of the Khanjahan Ali Airport will play an important role.

Rural-Urban Linkages :

In proximate regions rural and urban areas are not isolated pockets. These are linked economically, socially, and physically. These linkages are beneficial for both sides, rural as well as urban areas. For Khulna city more close links are needed with its surrounding rural areas to minimize gap between them and to promote more integrated development.

Provision of Public Utilities and Services :

Although revitalization of the energy sector does not come directly under the purview of physical planning, still this is important for any physical or spatial growth. Power supply which is the single most important element to keep city going links with other physical infrastructure, such as road network, drainage and water supply etc. But in Khulna, this sector is in fragile condition and hinders the development activities. Gas is another factor, which Khulna people need most urgently.

Growth Management :

The management of urban growth is the key to all other development activities in and around Khulna city. The development proposal should be integrated among various sectoral agencies and carried out with coordination. KDA will play a dominant role in the infrastructure development and development control activities by itself as well as by various other agencies and individuals.
