Khulna Development Authority (KDA) has recently completed
its Master Plan comprising of only 456.Sp. km area.
But this area could not cover the Mongla town, Mongla
Sea-Port. Now-a-days major development like Rupsha
bridge over the river Rupsha, Khan Jahan Ali Air port,
Export Processing Zone (EPZ) etc. are taking place
within the Khulna Master Plan Area, near its periphery
and in between the KDA Master Plan area and Mongla
Town. Moreover the proposed Padma Bridge over the
river Padma whose feasibility study has already been
completed and its proposed connection road runs over
the Mongla area. Because of these infrastructural
developments, tremendous development will take place
in between Mongla Town and Khulna City and its periphery.
But neither the Master plan of 1961 nor the recently
completed Master plan package provides any guidelines
for developments/development controls in the proposed
area as the area is out side the KDA's Jurisdiction.
The total area of proposed Master plan is about 372.87
sq-km (excluding KDA and KCC area). It covers parts
of Khulna and Bagerhat districts (Key Map : 1.1).
The Whole Study Area is covered by 5 Upazilas, 1 Pourashava,
17 Unions and 184 Mouzas. The study area holds of
2,61,438 population (BBS 1991). There is no infrastructure
plan for these huge numbers of people. So, they do
their physical infrastructure development by their
own way that creates different problems in their regular
life. So, it is necessary to prepare a comprehensive
master plan to face the upcoming challenge for plannned
urban area in Mongla and its surrounding area.
The main objectives of the proposed project are-determination
of present and future functional structure of the
study area, estabilish a proper mechanism for improving
and guiding the development process, review of existing
problems and propose initiatives, formulation of Bankable
project and at last but not least to increase the
capacity of local authorities for sustainable urban
management.
To fulfill the above objectives, the following manner
of implementation will be practiced by KDA. KDA will
engage a local consulting firm to be selected through
the procedure content in the Public Procurement Regulations-2003.
The project will be financed from GOB sources. Selected
consulting firm will be paid only for personnel (Key
Personnel and support staff) and survey & studies
items. Other facilities such as office space, furniture,
computers, air-cooler and contigencies for consulting
firms will be provided by KDA.
